摘要:智慧水务作为城市智能化管理的重要组成部分,是体现城市管理信息化水平的标志之一,也是保民生的技术支撑手段。本文从供水综合信息的智能管理方面,分析了管理系统的现状、面临的机遇和发展目标,以及采取的具体措施。

近年来,随着我国经济的飞速发展和城市建设框架不断拉大,自来水用户急剧增长,人们对与自身生活息息相关的各行各业的服务质量提出了更高的要求。新乡首创水务有限责任公司从2006年市民水表用户只有9.35 万户,发展到目前的23万户,抄表收费工作量相应加大,传统的人工抄表收费方式,已经不能适应社会的发展和现代化管理的需要,亟待改进这种管理模式。采用供水综合信息管理系统的运作方式,能够较大的提高工作效率和服务质量。
1.目前现状
为提高公司抄表、收费等业务管理水平,结合新乡市供水管理要求和实际情况,公司建立了供水综合信息管理系统。对供水营销管理、三来信息管理、业务报装、水表台帐管理、水表管理、抄表、收费管理、银行实时收费、银企互联划帐等业务实现了统一规范管理和有效监督。
1.1软件环境
服务器端操作系统采用 windows2003 Server,数据库采用SQL server 2005 标准版,客户端操作系统采用windows XP。
1.2技术特点
采用 C/S 结构,数据和应用程序分离;采用面向对象的开发工具,进行模块化设计,具有良好的开放性、移植性和可扩展性;
客户端必须安装相应的软件才能进入营业 MIS 系统,为数据的安全性提供了良好的保障;
提供灵活的报表定制和查询功能,可以随时定制自己需要的报表;
限制员工登录功能,一个员工同一时间只允许在一台机器上登录,具有很好的数据访问控制功能。
1.3数据备份和恢复
在数据库服务器中设置数据备份和自动优化功能,定期自动以独立文件形式保存数据备份,并定期对数据库进行维护和优化。
1.4系统开发接口
系统可提供以下接口,以便于重用资源、共享数据:增值税接口、新增用户资料导入接口、银行代收代扣数据导入接口、智能抄表机接口等。
1.5主要业务简述
1.5.1档案管理
档案信息包括用户的水表信息、开户信息、子表信息、总分表信息以及特困户信息等;
1.5.2费用管理
费用管理包括费用单价的定义、滞纳金参数的设置以及特殊处理等。其中水费单价管理用来实现不同性质的用水按不同的水价计算水费,如工业用水和生活用水可以采用不同的水价;另外还可以定义其他费用,如换表费等。
1.5.3水表台账管理
水表台账管理跟踪每一只水表从收料、检定、抽检、维修、报废、发放、台账全过程监控管理。
1.5.4水表管理
水表管理主要用来跟踪每一只水表从入库到出库、安装、使用、拆下、维修、报废的全过程;水表管理还可以定义一些和水表有关的一些参数,如换表周期、最大读数等,以便于系统自动进行一些操作。
1.5.5抄表管理
抄表管理用于定义抄表任务,抄表管理、智能表管理等。系统定义的抄表可以是正式抄表,也可以是巡查抄表。
1.5.6收费管理
收费管理用于实现各种费用的收进与销帐,如水费、罚款等。系统支持营业厅收费、银行托收、银行送盘划帐以及银行实时代收代扣业务,营业厅收费还支持预收款预存及结存零头业务。
1.5.7票据与报表
票据与报表为通用的打印程序,系统支持票据及报表格式的客户定制。
1.5.8报装管理
用于实现从用户申请开户到水表安装、开户信息建立的全过程,一般包括用户申请开户、现场勘察设计、用户缴纳预算施工费用、现场施工、验收、施工、通水、建立开户信息。
2.发展目标
2.1建立统一的企业网站
企业网站建成一个B/S结构的Internet访问平台,即企业信息门户。完全基于三层结构Web 应用技术,使企业内部上至高层领导,下至普通员工都可以通过各自的权限在浏览器上共享、分析、处理和应用企业内部的各种信息,实现生产自动化、运营智能化、管理决策科学化、信息资源化和运作网络化。使企业外部合作单位、用水单位、客户可以根据自己的需求了解企业相关信息。
2.2建成核心数据交换中心
通过对各个业务环节信息数据的实时全面采集和发送,实现企业运营信息的集中存储,形成一个信息共享体。以完善的信息流和信息共享机制带动整个业务流程运作的顺畅,提高工作效率,保证决策管理系统对各个业务环节的监控和指挥,并通过对信息的分析和数据挖掘,实现宏观决策和计划指导,同时建立专职部门或机构实施对数据交换中心及整个信息系统的建设、管理、维护、升级等相关职能,并进一步健全信息管理机制,形成法规、标准规范和安全体系框架。
2.3注重人才的培养及梯队的建设
加大培训力度,实施“以人为本”是自来水企业信息化建设可持续的保证。公司内部必须要建立自己的系统维护力量,否则难以完成系统的日常运行。系统维护应当能够完成系统硬件、软件和网络平台的日常维护处理、一般的系统故障、系统参数设置、数据库的维护和备份、用户权限分配、在应用层面上对软件功能和界面的调整修改等。同时,还要求企业员工必须不断提高自身素质。掌握新型管理工具,而且这也是一个企业走向现代化和成熟的标志之一。
2.4分步重点完善现有或建设新的信息系统
包括营业收费管理(MIS)系统、GIS系统、自来水客服热线系统等。
2.5信息共享
通过企业信息系统与产业链上其它信息系统的互连和信息共享,实现企业经营的社会化和系统增值,促进经济效益和社会效益的双向飞跃。
3.重点工作
针对公司的应用现状,建议加入如下新功能,实现营业、收费管理水平的提升。
3.1建立客户关系管理系统

建立大客户管理系统,对大客户进行有效跟踪管理,通过对重点客户的密切跟踪,合理沟通,有利于提前预测用水状况,辅助安排供水调度,提高供水安全性。建立客户关系管理系统,树立客户为中心的发展战略,是业界的大势所趋。通过开展系统化的客户研究,建立客户评级制度,有利于优化公司组织体系和业务流程,为客户提供个性化、更快速周到的服务,提高客户满意度和忠诚度,从而提高公司客户管理效率和客户服务水平。
3.2建立客户信息发布系统
随着智能手机、平板电脑等移动设备的普及,以及互联网应用的深入,基于移动设备的应用,越来越成为媒体、服务型企业关注的新型信息传播媒介。移动设备的方便易用、随身携带的特性,使其应用人群迅速增长。通过拓展基于移动设备的服务渠道,不仅可作为报纸、电视广播、网站、客服热线这些信息发布媒介的有效补充,更可提供新的实时交互的机制,作为公司与客户交流、提供服务的有力工具。更多可供选择的服务渠道,还有利于减轻营业厅和客服热线的业务量。
3.3建设交互式短信服务平台
公司现有的短信发送机制,目前只用于主动将短信推送到用户的手机上,实现发送水费清单及重要通知提醒的功能,交互性较差。对于用户自助式的提问以及个性化的水费查询等功能,则无法实现自动应答。通过建设具有交互应答功能的短信平台,采用自动应答的形式,根据用户需求,实现水费的个性化动态查询。通过加入预设的问答,能令用户对用水政策、用水常识、水费标准、停水通知等信息进行及时了解。本短信平台,应具有与营业收费系统、客服热线系统等信息系统的接口,为营业部门、客服部门发布信息提供便利。
4.具体措施
4.1信息化建设的原则
建设应遵守统一规划,分步实施,先易后难原则;统一标准、互联互通、信息共享和系统开放原则;技术先进、可靠、实用原则;“以人为本”的服务体系;信息安全原则。系统设计要先进、可靠、实用。要充分利用成熟可靠的公用网络,根据其分散和遍布的特点,采用安全、可靠的设备,保证数据的实时准确传输。

4.2系统运行的开放性
系统必须便于开发、使用、维护、管理和系统升级的支持,应用软件设计开发要考虑到计算机的普及和应用,使各类数据资源得到共享。
即使在工作区域员工的隐私保护不是问题,员工本身的消极抗拒以得复杂多变的信息环境,比如BYOD和加密通讯等等,会让深度监控审计举步维艰且收效一般。
4.3系统建设体现“以人为本”
系统建设的目的是实现内部业务流程自动化,提升服务素质,提高社会满意度;便民利民应贯穿信息化建设始终,建立企业与客户沟通的友好界面,让客户便于使用。
4.4系统安全性
建立信息化系统安全机制,制定规章制度,防数据泄密、丢失,防病毒和黑客的恶意攻击,是信息化建设的关键。

信息化建设是促进和带动水务现代化、提升水务行业社会管理和公共服务能力、保障水务可持续发展的必然选择。逐步建立水质监测智能管理、调度系统运行、水压的智能管理和GIS系统的智能管理体系,实现水务系统化管理、自动化监测、实时化调度、规范化服务的目标。(梁华)
