熊伟老师和张一和老师用激情的演讲给我们带来了关于安全工作的思考。安全人为什么做得累,安全工作为什么推行难,本质是因为安全责任没有落实到位。很多企业,把安全工作都堆在安全员一个人身上,谈电气,你没有电工专业,谈工艺,你又比不上技术人员,这样没有基于系统化的管理,对着皮毛使功夫,怎么可能将安全工作做好。在我看来,安全人不仅是管理人员,更是专业人员,我们要像一个军师,顾问,为公司和各部门提供解决建议和思路,同时监督各部门完成安全工作任务,发挥各层主管的领导力。人是安全绩效成功的关键因素,再完美的制度,没有人的遵守也是失效的,当前员工自我保护意识低,能力低的现状也我们需要关注的,这一块有赖于通过安全培训和文化培养来提高。
信息安全对于一个国家至关重要,没有信息安全就没有国防、金融、经济等领域的安全。另外,国内企业所面临的安全威胁也非常多,但是却很难引起人的注意。因为很多安全威胁都是无意识造成的。

刘子重老师的分享很接地气,其中有不少他工作中解决问题的技巧和方法,从中可以看出他不懈地努力,从公司只有一个安全员到现在十几二十个安全员,组织的架构和企业的观念上可是有了质的变化。管理的工具很多,适合自己的才重要,基于企业现状制定改善的目标,才能使工作持续开展。法规的标准是最低的标准,安全人的工作就是保人命,保企业和员工不违法。适当的时候运用法律的力量,可以根除安全工作死角和顽疾。LEC是我们进行任务危险性、危害性评价中经常使用的工具,张一和老师把LEC评价法进行修订,加入了企业可承受风险指数,或许他的方法并不适合我,但却给我有所思考。曾经我们的工厂在做机械安全管理,运用LEC进行任务风险评估时,对于一个很可能发生严重手部伤害的操作,我们最初的打分却是允许DNT例外的,在这时候是否通过实践反复验证显得格外重要,不能为了DNT例外而例外。

理想很丰满,现实很骨感。理想与现实之间的差距,就是问题。当前制造业形势下行风险增加,环保安全法规执行力度越来越强,企业面临更多的成本压力和经济风险。在这样的形势下,原本安全工作不到位,利润低的企业可能会因为罚款,赔偿进一步压缩本来就很狭小的盈利空间,甚至是停产。原本安全工作做得还不错的企业面对安全预算和资源的减少,可能难以维持良好的安全绩效。如何在勒紧腰带的同时将安全工作做好,这就对我们EHS工作提出了更高要求。樊成信老师带领我们用私董会的方式进行头脑风暴,针对这个问题展开了开放性的讨论,带我一起挖金矿。开放性的提问更加灵动和精彩,就像进行事故调查时,我们问:“你是怎样执行LTCT的”而不是“你有没有执行LTCT”,开放性地提问更有利于挖掘根源和宝藏。
