前言4月26日,国家卫计委、国家中医药管理局下发《关于加快医疗机构、医师、护士电子化注册管理改革的指导意见》,明确提出到2018年6月,各省份建立地方电子化注册系统,与国家电子化注册系统互联互通,实现医疗机构、医师、护士注册电子化管理。

到2018年6月,各省份建立地方电子化注册系统,与国家电子化注册系统互联互通,实现医疗机构、医师、护士注册电子化管理。
到2020年,全面实施电子化注册管理,基本完成电子证照的发放使用工作,实现行政审批服务便捷高效,事中事后监管动态及时,人人享有医疗资源信息服务的目标。
那么完成该目标有哪些路径?
第一:加快电子化注册系统建设
如何建设系统化?
首先,统一建设管理标准。国家卫生计生委和国家中医药管理局制定电子化注册系统建设、管理、操作的规范和技术文件,统一数据标准、系统运行规则和应用管理机制,建立国家电子化注册系统。
各省级卫生计生行政部门(含中医药管理部门,下同)优化整合、升级改造现有注册联网系统,加快构建省级电子化注册系统,与国家电子化注册系统实现互联互通。
其次,推进协同共享。电子化注册系统要为业务拓展和业务融合预留空间。
逐步实现与全民健康信息平台、医疗机构校验、医疗机构质量控制、医师资格考试、医师定期考核、医疗监督执法等信息系统的交互融合、资源共享。
另外,实现动态更新。各级卫生计生行政部门组织辖区内医疗机构,全面清理整合现有医疗机构、医师、护士数据库,核实注册信息,激活静态数据,建立关联关系。
最后,确保数据真实。加快建设统一标识的数字身份,实现电子实名认证,严格规范相关数据的采集、应用行为。
对于故意提供虚假信息、篡改数据的,依法予以惩处。加强对行政审批工作人员、医疗机构及医务人员培训,保证注册信息来源真实准确,数据使用正当合理。
第二:优化再造政务服务
搭建好系统后,对于政务的服务又哪些改进?
第一步,改进网上服务。各级卫生计生行政部门要依据法定职责,全面梳理注册登记的具体办事服务事项。
通过电子化注册系统集中全面公开相关法律法规、政策文件、办事指南、常见问题、监督举报方式,提供规范表格、填写说明和示范文本,提供无差异、均等化的政务服务。
第二步,规范审批流程。依托电子化注册系统,建立全范围覆盖、全过程记录、全数据监督的行政审批运行监控模式,加强对廉政风险点的防范管理。

注册登记的申请、受理、审核和决定各环节可追溯、可跟踪。探索建立行政审批绩效评估机制和行政相对人评价机制。
第三步,完善事中事后监管。医疗机构、医师、护士的基本注册信息通过电子化注册系统向社会公开,主动接受社会监督。各级卫生计生行政部门定期分析电子化注册系统中相关医疗资源的配置、利用、运行情况,提高宏观决策的科学性、预见性和微观管理的精准性、及时性。
第四步,建立信息查询制度。行政相对人可以通过电子化注册系统实时查询有关事项的办理状态和结果,并有权提出相关合理诉求。
社会公众可以通过电子化注册系统便捷查询有关医疗资源信息,为人民群众看病就医提供信息服务。
第三:加强信息安全保护和诚信体系建设
虽然电子注册的方式很便捷,但是如何保障信息的安全?
中国电子信息业”调速换挡” 攻坚核心技术
建立数据安全管理责任制度,注重内容安全和技术安全。制定风险分级和安全审查规则,定期开展安全性评测和风险评估,做好容灾备份,提高系统安全防护能力。
建立健全保密审查制度,加强数据安全监测和预警,提升信息安全支撑保障水平和风险防范能力。
在保护隐私、责任明确、数据及时准确的前提下,逐步实现电子化注册系统与其他信用信息系统的对接互通。
探索为优良信用个人提供更多服务便利,对严重失信个人实施联合惩戒,不断完善符合卫生计生行业特点的守信激励和失信惩戒机制。
第四:推进试点工作
一方面,各地要根据重点任务进度安排,结合工作实际,优先选择工作基础好的地市先行开展试点,取得经验后逐步推开,鼓励有条件的省份全面启动。
国家卫生计生委选择若干重点联系省份,加强跟踪指导。
数据泄漏之后,组织最重要的任务是和犯罪集团抢时间挽救损失,而不是狡辩和隐瞒。
另一方面,各级卫生计生行政部门应当将电子化注册改革情况作为工作绩效考核的重要内容,定期评估进展情况,及时研究解决实施中遇到的新情况、新问题。
国家卫生计生委和国家中医药管理局将适时组织督导,推动工作落实。
该政策的颁布,对于申请办理医疗机构、医师、护士执业资格证的时间会缩短,不断深化医疗服务领域供给侧结构性改革,改善医疗服务行动扎实开展,多元办医格局加快形成,医疗服务资源供给数量持续增加,潜能不断释放。
